NOTICE OF EURASIAN MILFOIL TREATMENT

| August 16, 2006 9:00 PM

In cooperation with federal and state agencies, Bonner County Public Works has arranged for herbicide treatment of Eurasian Milfoil infestations of approximately 3800+ acres in Lake Pend Oreille and Pend Oreille River, Shepherds Lake and Gamlin Lake these areas have been selected for herbicide treatment due to the dense populations of the plant.

The product to be used is Sonar PR, a systemic herbicide. The active ingredient in Sonar PR is Fluridone. This product is fully approved for use by governmental agencies in Idaho waters for the control of aquatic weeds. Sonar PR is mostly target- specific for aquatic plants and has no off-target impacts on fish or wildlife when used according to the label. The company contracted to perform the treatment is Aquatechnex, Inc. This company is licensed to provide aquatic herbicide application in the State of Idaho and they are experts in the use of aquatic plant management technologies. Treatment of all sites is scheduled for the weeks of July 10, 2006, July 24, 2006 and August 7, 2006 weather permitting. Sonar PR is applied in three separate applications, every two weeks; the first application will be applied at the rate of 20 PPB, the second and third will be applied at 10 PPB each. Each application will take approximately six days to treat all of the areas.

Bright orange signs will be placed along the shorelines of affected areas to inform you that treatment will soon occur and that the restrictions are in place. Watch for these signs if you use the water from the lake for any reason.

MORE THAN .25 MILE from the herbicide treatment locations: There are no irrigation restrictions on water usage for owners of property or water intakes more than .25 mile away from herbicide treatment sites.

WITHIN .25 MILE of herbicide treatment locations: For owners of property or water intakes within .25 mile, there are irrigation restrictions for the use of the treated water. These restrictions are based on studies that determine the breakdown of the product and provide substantial safety margins beyond the known breakdown period. There are NO restrictions for drinking water, swimming or fishing.

Irrigation restrictions (such as lawns) are approximate, no use for three days. Continued water monitoring will be conducted when the level of Fluridone is less than 0.010 mg/l the posted signs will be removed and irrigation water is again usable.

The following list of identified infestations will be the areas of treatment with the herbicide Sonar PR. The acres involved in the Sonar PR treatment measures approximately 1900+ acres
