On Tuesday, November 28, 2006, the Board of County Commissioners met for a regularly scheduled business meeting with Commissioner Marcia Phillips and Commissioner Joseph Young present. Commissioner Dye was not present.

CALL TO ORDER

Chairman Joseph E. Young called the meeting to order at 8:50AM.

PLEDGE OF ALLEGIANCE

After discussion, Commissioner Phillips moved to Adopt the Order of the Agenda as presented. Chairman Young vacated the Chair and seconded. All in favor. The motion passed.

CONSENT AGENDA

There was discussion regarding a landfill that is deeded equally to Bonner County and Kootenai County. Bonner County needs to pay for half of the fencing, which surrounds the landfill. The cost is $4000.00.

Discussion regarding what happens with landfills after they are full. Leslie will contact the National Guard to see if the Colburn site would be a possibility for them since it is now full.

Commissioner Karl Dye arrived at 9:01AM.

ROAD & BRIDGE - Chuck Spickelmire

Dates for the Planning and Zoning meetings to discuss zone changes are being set in January.

Discussion regarding mailing lists for out of area owners so they can be involved in the process.

Sheriff Elaine Savage presented an update on staff, departments, calls and projects.

Commissioner Phillips made a motion to move into Executive Session under Idaho Code S67-2345S (F) regarding Litigation with the full board present as well as Sheriff Elaine Savage, her staff and Marie Scott.

MISCELLANEOUS ITEMS

1) Bonner County Homeless Task Force Grant Funding- Discussion/Decision

Sara Jayne and Marie Scott were available to discuss the Bonner County Homeless Task Force Grant. After discussion, Commissioner Dye moved to approve the Bonner County Task force Grant Funding through the Clerk's Office, as presented. Commissioner Phillips seconded. All in favor. The motion passed.

The meeting reconvened at 1:34PM with Commissioner's Young and Dye present. Commissioner Phillips will arrive shortly.

EMERGENCY MANAGEMENT, EMS and 911 DISPATCH - Bob Howard

1) Update on Staff, Departments, Calls and Projects

There was no update at today's meeting so Commissioner Dye moved to enter into Executive Session under Idaho Code S67-2345S(B)(C) regarding Real Property and Personnel with Commissioner's Dye and Young present as well as Bob Howard, Phil Robinson, Louis Marshall, PAC representatives, Jim Deffenbaugh and Paul Ferguson, Dick Kramer, Marie Scott and Steve Kukuruza. Chairman Young vacated the Chair and seconded. All in favor. The motion passed. Roll Call: Commissioner Young - Aye, Commissioner Dye - Aye. Commissioner Phillips joined the meeting at 1:45PM.

Commissioner Dye moved to adjourn the Executive Session at 3:03PM and move back into the regular business meeting. Commissioner Phillips seconded. All in favor. The motion passed.

An emergency agenda item was added to this afternoon's agenda and the press was notified because it had

not been agenized. The item is a declaration of emergency, which exists at the jail, which involves some of the equipment that is starting to fail. The county jail control panel housing and electronic components need to be replaced.

After discussion, Commissioner Dye moved to adopt Resolution #06-82, Justice Fund Emergency Appropriation and to declare that an emergency does exist at the jail, and allow for the use of statutory reserves from the Justice Fund; to use those dollars to purchase new capital equipment that is compatible with the existing equipment at the jail and to ensure ongoing security and functionality of all the systems at the jail from a sole source provider. Commissioner Phillips seconded. All in favor. The motion passed.

On Wednesday, November 22, 2006, Assistance Director Susan Shea met before the Board for the following cases to be considered: Approved: # 2007011 Denied: # 2003060 and # 2007004.

The next Board of Commissioners Meeting will be held on Tuesday, December 5, 2007, in the County Courthouse.
