Child's actions to dog were extremely cruel

I was on my way home from a trip to Walmart driving on Boyer Avenue. There was a blond young girl and her friend walking a very obedient beagle and every time the dog wanted to relieve itself, the young girl started to kick the dog.

I am hoping to be able to somehow get a message to the parents of that child that she needs to stop being such a cruel human being.

I truly wish I could have been able to rescue that poor dog.
