Why didn't speakers give proper credit?

Regarding the article in the Daily Bee about the Dover Bridge dedication: It was interesting to read about all of the backslapping and congratulations given each other by local politicians, including the governor, on the completion of the project.

Although the American Recovery and Reinvestment Act of 2009 (ARRA or the stimulus plan) was mentioned, what was not mentioned is the funding for the bridge was secured by a bill primarily written by Democratic congressional leaders and their staffs, and signed into law on Feb. 17, 2009, by President Barack Obama. Of course, our local Republican leaders failed to mention this fact when taking credit for the project. Were it not for Democratic leaders and the President, I highly doubt the bridge would yet be funded.

On another note: The completion of the bridge is definitely well-needed; however, it escapes me why there is a speed bump at the east approach to the bridge.
