City needs to explain what bike stencils are

Did the city have the big bike stencils painted on the streets in downtown? Please let us know what they actually mean. Does this mean that bikes have the right of way in the middle of any road that has a sign on it?
Please, help us out here, everyone I speak with has no idea what they are for.
