Why can't the city keep roads safe?

Just a quick little question. With a city budget adopted earlier this year that spends just a little shy of $40,000 per for every man woman and child figuring a population of 7,500; why can’t the city at least sand the nice icy intersections in town? Perhaps buying shiny new police cruisers ate up this budget?
