Idaho Code requires the adoption of ACI agreements between counties and adjoining cities. The purpose of an ACI is to identify a logical fringe area surrounding the city to address potential development impacts. Ordinances defining the ACI boundaries and jurisdictional authority were inadvertently repealed by the city. The proposed ordinances represent the same boundaries and jurisdictional authority as last negotiated by Bonner County and Kootenai. Zoning authority for the unincorporated areas will remain under the authority of Bonner County. The ACI boundaries are generally described as the area from the city, south to Lake Pend Oreille, north to Selle Road, west to Ponderay, and east to the section lines beyond Boyer Slough.
