WBLD programs today on proposed expansion

| October 22, 2016 1:00 AM

The West Bonner Library District is moving forward with plans to improve, upgrade and expand the library facilities in Priest River and Blanchard.

The WBLD Board of Trustees passed a resolution to ask voters to support a three-year plant facilities levy in the amount of $800,000, or $267,000 per year. The issue will be on the ballot on Nov. 8.

The district has previously passed four building bonds with a majority, however a 66 2/3-percent supermajority was needed. The plant facility levy will require 55 percent approval to pass. The cost for a home worth $100,000 after exemptions will be approximately $44 per year, or $3.74 per month.

The goal of the district is to replace the 1992 leased modular that houses the Blanchard branch. Nearly $900 a month is being sent to an out of state landlord to rent the modular. The unit was leased as a temporary building and was funded by a Library Services and Technology grant in 2005.

The structure is in disrepair, and requires foundation work to shore up sagging floors. Larry and Cindy Cunningham, the owners of the property where the library sits, have offered to donate the land to the district. The goal is to provide a larger building that will be owned by the taxpayers and free up rent dollars for materials, programs and services.

At the Priest River branch, the 1960 single-wide trailer attached to the north side of the building will be replaced with a 3600-square-foot addition. The trailer is not handicap accessible and cannot be used for public services. Replacement of the trailer with an energy efficient addition will add needed seating space to fulfill the increasing demand for the library’s high speed internet and more room for programs and services.

The WBLD Board invites the public to informational open houses at both branches Saturday, Oct. 22. Board and staff members will be at the Blanchard branch, 412 Railroad Ave., at 10 a.m., and the Priest River branch, 118 Main St., at 1 pm.
