MINUTES FOR THE BONNER COUNTY BOARD OF COMMISSIONERS' MEETING May 23, 2017 BONNER COUNTY COMMISSIONERS Approved Ordinance 566 setting the minimum threshold for investment sufficient to qualify for the tax exemption set forth in Idaho Code § 63-602NN at $500,000.00. Commissioner McDonald seconded the motion. Roll Call Vote: Commissioner McDonald - Aye; Commissioner Bailey - Aye; Commissioner Connolly - Aye. All in favor. The motion passed. SOLID WASTE Approved the Montana Shed Center quote not to exceed $17,781.20 for the construction of 2 site attendant portable offices and 2 hazardous waste storage sheds with attached tool shed for Upland and Idaho Hill transfer sites. Discussion/Decision Regarding Solid Waste Fee Waiver, City of Sandpoint; $600. Approved the Solid Waste Fee Waiver for the City of Sandpoint for the city clean up event being held June 5-9, 2017 with an estimated amount of 50 cubic yards to be generated. This amount is equivalent to $600. (50 cubic yards @ $12 per yard - commercial rates). Approved Resolution #17 - 49 Solid Waste Budget Adjustment and authorize the Clerk to open the budget and decrease account 023-7351 from $683,351.00 to $615,651.00 and increase account 023-6060 from $959,653.00 to $1,027,353.00 to cover salary adjustments. MISCELLANEOUS Approved the Letter of Support for the Priest Lake EMT's application for the State EMS Dedicated Grant Funds from this grant will be used to purchase a new gurney power loading system. EXECUTIVE SESSION At 9:48 a.m. Commissioner Connolly moved to enter into Executive Session under Idaho Code § 74-206 (1) (F) Litigation with Civil Attorney. Commissioner McDonald seconded the motion. Approved the MOU with the Pacific Legal Foundation due the skill required to deal with this type of litigation and to allow the Chairman to sign the MOU administratively. On Wednesday, May 17 a Site Visit at Heath lake RR Crossing in Sagle was held pursuant to Idaho Code §74-204(2). On Wednesday, May 17 a Tax Deed Hearing was held pursuant to Idaho Code §74-204(2). Commissioner Connolly made a motion to direct the Treasurers' Office to take tax deed on the properties read into the record. All the requirements have been met by the Treasurer's Office according to Idaho State Statute 63-1005. Commissioner McDonald seconded the motion. All in favor. The motion passed. On Monday, May 22 a Site Visit and Planning hearing was held pursuant to Idaho Code §74-204(2). Commissioner McDonald made a motion to remand this Zone Change contingent with the change of the Conditional Use Permit, precluding the use of Highland Dr. as an access point to the applicants business.
