With Scott Dempsey and Jan Lee's terms beginning April 1, 2017 and ending March 31, 2020 and Aaron Qualls term beginning April 2, 2017 and ending April 1, 2020. Approved the Sandpoint Airport, five year Agreement for Professional Services between the County and J-U-B Engineers as required by the FAA. ROAD & BRIDGE Approved Resolution #17- 35 that authorizes the Road and Bridge Department to post Road Restrictions (size, weight and hauling limits) on County roads for 2017. MINUTES FOR THE BONNER COUNTY BOARD OF COMMISSIONERS' MEETING April 4, 2017 TREASURER Approved Resolution # 17-37 authorizing the county to acquire a $500,000 Tax Anticipation Note from Columbia State Bank, with an interest rate of 2.69% fixed. The principal balance is due October 2, 2017. The loan origination fee is $1,000 and Bank counsel fees not to exceed $5,000. Funds will be used for litigation expenses as needed. The county plans to draw $206,000 upon closing. $6,000 for fees, and $200,000 for the first advance. Authorized the Chairman to sign administratively. Commissioner Bailey stepped down from the Chair to second the motion. There was a brief discussion between members of the public, Cheryl Piehl, and the BOCC. Commissioner Connolly moved to approve an Ordinance of Bonner County, Idaho, the number to be assigned, citing its authority, providing for the amendment of the Official Zone Map of Bonner County by the reclassification of lands generally located in Section 32, Township 56 North, Range 2 West from Rural 5 to Rural Service Center, and providing for an effective date. I further move to authorize the Chair to sign the official supplementary zoning map upon publication of the ordinance. Commissioner McDonald seconded the motion. All in favor. Commissioner McDonald moved to approve this petition, FILE VS1866-16 to allow for vacation of right-of-way. This would have the effect of relocating the right-of-way slightly to the west, to match the actual location of the existing road as it has always existed, finding that it is in accord with Idaho Code §50 as enumerated in the foregoing conclusions of law, and based upon the evidence submitted up to the time the Staff Report was prepared and testimony received at this hearing. I further move to adopt the following findings of fact, conclusions of law and conditions of approval (noting any amendments). The action that could be taken to obtain the vacation is to complete the Conditions of Approval as adopted. This action does not result in a taking of private property. Conclusions of Law: Conclusion 1: This proposal was reviewed for compliance with the vacation criteria and standards set forth at Idaho Code, Plats and Vacations, Section 50-1317, Vacation of plats - procedures; 50-1318, In absence of opposition; 50-1319, In presence of opposition; 50-1321, Necessity for consent. Conclusion 2: Bonner County has/ has not received objections to the petition or application to vacate the described platted area. Conclusion 3: The abandonment of the public right-of-way is/ is not in the public interest. Conclusion 4: The landowner or landowners abutting said right-of-way do/ do not have access to his, her or their property from some other public street, public right-of-way or private road. Conclusion 5: The public right-of-way has/ has not been opened or used by the public for a period of five years. Commissioner Connolly seconded the motion. All in favor. MINUTES FOR THE BONNER COUNTY BOARD OF COMMISSIONERS' MEETING April 11, 2017 AIRPORTS Approved the Lease Purchase Agreement for a John Deere Tractor with attachments for the Bonner County Airports and authorize the Chairman to sign. This is a 3 year Lease with monthly payments of $2,338.29 for a total amount of $79,174.67. TECHNOLOGY Authorized the Technology Department to publish a sole source notification of intent to purchase and authorize the acquisition of a public safety 9-1-1 telephone system from Frontier Communications. This 9-1-1 phone system will allow Bonner County to reduce our equipment costs by sharing Post Falls 9-1-1 telephone system, and allow Bonner County to use Post Falls Police Department's PSAP to back up Bonner County's PSAP in an emergency. EMS Approved and authorize the Chairman to sign the Letter of Notation for the CHEMS Agency Project grant for a total of $9,564.55 to be used for the Community Paramedicine program. PUBLIC WORKS Approved the Fee Agreement from H2A Architects, PA in the amount of $10,500.00 for the existing facility investigation, evaluation, project scoping and preliminary costing for the remodel of the existing holding cells. Authorized the Chairman to sign the agreement administratively. RISK MANAGEMENT Approved Resolution #17-41 authorizing the Clerk to transfer $303,944.45 from the General Miscellaneous Fund to the HR Risk Management B Tort budget as detailed in the Resolution. The transfer is due to insurance premium cost increases that were not included in the budget. ROAD & BRIDGE Authorized the Road and Bridge Director to order and proceed with the purchasing of two (2) motor graders with Western States Equipment in the amount of $613,749.68 with an optional buyback of $195,000 per motor grader at 5 years and one (1) motor grader from Rowand Machinery for $280,350 with an optional buyback of $205,000. The Director is authorized to proceed with the negotiation of a 5-year lease/purchase agreement with a financial institution. SOLID WASTE Approved the Solid Waste Department purchase of a John Deere 544K-II loader from Rowand Machinery in the amount of $139,529.25. The purchase of this additional loader will greatly improve the efficiency of the department as time will no longer be wasted hauling equipment. FACILITIES & RECREATION Approved the purchase of a custom bed from Steve Peck Fabrication, LLC in the amount of $20,315 for the new Sandpoint Groomer vehicle. This custom bed will allow the Groomers to utilize a 5th wheel trailer. The funding for this purchase comes from a previously approved grant in the amount of $117,600. The new total for this vehicle with this bed is $117,735 of which the Groomers will pay the difference of $135. Approved the Kartchner Engineering proposal in the amount of $5,700 for mechanical design for the replacement of the heating, venting and air conditioning units at the courthouse using budgeted dollars in the current Justice Fund. TECHNOLOGY Approved the quote from EvoGov for the Bonner County Website Re-Design, Development, Implementation, CMS, and Hosting Services for the amount of $17,200.00 with a $200.00 per month hosting fee.
