NOTICE OF PUBLIC HEARING Notice is hereby given the City Council of the City of Oldtown will hold a public hearing prior to the regular City Council meeting on Monday July 8, 2019 beginning at 5:30 p.m. at Oldtown City Hall located at 215 N. NOTICE OF PUBLIC HEARING The City of Sandpoint and the Independent Highway District have received two requests from abutting property owners to abandon and vacate: 1) the alleyway situated in part between the properties at 527 S. Fourth Ave., 509 S. Fourth Ave., and 612 S. Third Ave., and 2) 379.48 feet of Third Ave from Great Northern Road to the west line of the old (vacated) 2nd street projected south (hereinafter Public Right-of-Way), more particularly described below. PUBLIC NOTICE ENVIRONMENTAL ASSESSMENT AND FINDING OF NO SIGNIFICANT IMPACT RUNWAY AND TAXIWAY IMPROVEMENTS At Sandpoint Airport Sandpoint, Idaho Interested parties are hereby notified that the Federal Aviation Administration (FAA) has prepared an Environmental Assessment (EA) and Finding of No Significant Impact (FONSI) for the following improvements at the Sandpoint Airport, located in Sandpoint, Idaho. These actions are collectively referred to as the Proposed Action: * Runway reconstruction with a 30-foot shift to the north (removal of 30 feet at the south end of the runway and addition of 30 feet at the north end of the runway), associated improvements, and amendments to approach and departure procedures. * Construction of a full parallel taxiway on the west side of Runway 2/20, construction of a public/private partial parallel taxiway on the east side of Runway 2/20, and associated improvements. * Acquisition of parcels in fee and avigation easements. * Relocation of a segment of North Boyer Avenue and associated fencing and land acquisition outside of the runway object free area (ROFA). * Apron and taxilane construction. * Airport hangar build-out. * Construction of a 100-foot x 100-foot heated snow removal equipment building. * Construction of additional vehicle parking areas and access roads. The EA has been prepared in compliance with the National Environmental Policy Act. The purpose of the EA and FONSI is to assess the effects on the human and natural environment associated with the Proposed Action. The EA evaluated two alternatives: No Action Alternative and Proposed Action Alternative. The FONSI is the FAA's finding that the Proposed Action will not have a significant effect on the human and natural environment associated with the land acquisition and proposed improvements.
