Everyone will benefit from termination of emergency

Everyone can be accommodated by termination of the full state-of-emergency, as one size does not fit all. Precedent exists for the Board of County Commissioners to declare county-wide state-of-emergencies, wherein local accountability to health and economic issues is aptly applied.
