Why was Biden so slow to act?

Let me see if I understand this. We elected Biden to be the commander in chief of all our military to protect us from invasion by hostile foreign nations and when it happens, he has to ask his handlers what to do.

I hope this doesn't happen when bombers appear on the horizon. This balloon could have been carrying any type of payload including a COVID-23 virus.
