MINUTES FOR THE BONNER COUNTY BOARD OF COMMISSIONERS’ MEETING December 5, 2023 EMERGENCY MANAGEMENT/BONFire – Approved and signed the Contract for Hazardous Fuels Treatment between Bonner County and Morrison Grit LLC for project work on the BONFire program funded by an Idaho Department of Lands Grant with no County match.  RISK – Approved signing the TPA contract with Travelers Insurance.   BOCC – Commissioner Williams made a motion to the Board of County Commissioners to authorize whenever and wherever possible the use of Zoom for meetings to include 24-hour meetings and Executive Sessions because Executive Sessions have been worse than what you just saw. I move to adopt the Findings of Facts as amended in this hearing. The decision is based on the evidence submitted up to the time the Staff Report was prepared and testimony received at this hearing. I move to direct the Planning staff to draft written Findings of Facts and Conclusions of Law to reflect this decision and transmit to all interested parties. Approved the Western States Maintenance Agreement for the term of 01/01/2024 to 12/31/2026 as set forth above for maintenance services for the generator located in the Justice Services building, as previously approved by legal.  PLANNING – Approved the surety agreement between Bonner County and Forrest Phillips Construction, LLC, for Fisher Haven Estates in the amount of $104,076.30 for the completion of the improvements shown on the engineer’s cost estimate and further approved the final plat of Fisher Haven Estates, Planning File No, SS0006-22 and authorize the chair to sign the final plat.  BOCC – Approved Resolution #23-94 reappointing and appointing members to the Bonner County West Snowmobile Advisory Committee. Approved Resolution #23-95 re-appointing Mary Franzel and Shekina Cardona to the Bonner County Board of Community Guardians for a four (4) year term beginning on December 15, 2023, and expiring December 15, 2027.  FACILITIES – Approved Resolution #23-96 to move $406,465.47 from FY24 00118/9480 and $174,199.48 from FY24 99918/9480 to FY23 00118/9480 and 99918/9480 to correct the Capitol Construction Budget amount.  RECREATION – Approved that the County sign the request for partial reimbursement of grant #21-DG-11010400-018 in the amount of $25,501.20. Approved that the County sign the request for final closeout of grant #21-DG-11010400-018.  BOCC – Approved the draft letter to Hayden Ross, LLC reflecting: 1. The FY 2022 and previous years Audited Financial Statements did not include operations of the Bonner County Fairgrounds 2.
