Man jailed for not registering as sex offender

SANDPOINT — A Spirit Lake man was arrested early Friday morning for allegedly failing to register as a sex offender upon moving to Idaho.

David Allen Douglas was ordered held on $10,000 during a brief initial appearance in magistrate court on Friday afternoon.

A hearing is pending to determine if the state's case is strong enough to try Douglas in 1st District Court.

Douglas, who contests his need to register as a sex offender, asked Judge Quentin Harden to release him on his own recognizance, but the request was rejected. Douglas plans to retain private counsel, court records show.

Bonner County Prosecutor Phil Robinson told the court on Tuesday that Douglas has been living here since last summer but has failed to comply with a state law requiring sex offenders to register with authorities after they move to Idaho. They must also update their registration annually.

A notice was sent to Douglas, but he allegedly told Sheriff's officials he was not subject to the law. The prosecution disagreed and obtained an arrest warrant for a felony charge of failing to register as a sex offender.

Radio station KPND reported on Friday that Douglas, 33, was convicted of sexually assaulting a 4-year-old child in Colorado.
