SANDPOINT — The devil is in the details, as the saying goes, and the City Council got wound up in them at its regular meeting Wednesday night.

The council again took up the issue of city’s policy of reimbursement for excess water charges, such as a broken water line. A new draft policy, based on comments made at the council’s previous meeting, did away with the current minimum reimbursement threshold — between 100,000 and 200,000 gallons, depending on the time of year — before a homeowner is eligible for reimbursement under the existing policy. Other language attempted to incorporate council members’ other comments and concerns.

It wasn’t enough.
