What is Herndon's plan for federal lands?

Both Steve Fioravanti, candidate for Boundary County commissioner, and Scott Herndon, candidate for Idaho Senate District 1, have said if elected they would take back millions of acres of federal land. They must have a plan but I haven’t heard it.

This would be a good time to tell the voters how you actually plan to accomplish this or is it another dishonest talking point simply to get votes?
