What will be done with First Avenue traffic?

Regarding the map of the city published recently in the Daily Bee with the plans for the future. It stated, "First Avenue between Church Street and Bridge Street to become pedestrian-only zone."

Since they are almost directly across from each other, does this mean the crossing of First Avenue will be a pedestrian-only zone? What will done with the vehicle traffic?
