UNITED STATES OF AMERICA FEDERAL ENERGY REGULATORY COMMISSION Avista Corporation Project No. 2058-098 NOTICE OF AVAILABILITY OF ENVIRONMENTAL ASSESSMENT (Issued August 8, 2019) In accordance with the National Environmental Policy Act of 1969 and the Federal Energy Regulatory Commission's (Commission or FERC's) regulations, 18 CFR Part 380, the Office of Energy Projects has reviewed Avista Corporation's application for an amendment to the license for the Clark Fork Hydroelectric Project (FERC Project No. 2058), and have prepared an Environmental Assessment (EA) for the proposed amendment. The licensee proposes to construct and operate a permanent upstream fish passage facility at the project's Cabinet Gorge development. The project is located on the Clark Fork River in Bonner County, Idaho and Sanders County, Montana and occupies federal land within the Idaho Panhandle, Lolo, and Kootenai National Forests administered by the U.S. Forest Service. The EA contains Commission staff's analysis of the potential environmental effects of the proposed amendment to the license, and concludes that the proposed amendment, with appropriate environmental protective measures, would not constitute a major federal action that would significantly affect the quality of the human environment. A copy of the EA is available for review at the Commission in the Public Reference Room or may be viewed on the Commission's website at www.ferc.gov using the "eLibrary" link. I am very disturbed by the Bee’s choice of content when reporting a recent arrest. I feel the writer went out of their way to malign the person involved, providing every sorted tidbit about the circumstance. I’m even more disturbed to learn that a public servant would provide this level of detail about an arrest when the results were not yet known and important facts, like it being an unmarked car, among others, were omitted from the article. This type of sensationalism is degrading to everyone involved, including your readers, is unprofessional and was handled unethically.

For years radical progressives on the West Coast have been using ballot initiatives as a weapon to destroy freedom and liberty. Oregon and Washington have taken dramatic turns to the left in recent years due in large part to ballot liberal initiatives being used to bypass state legislatures.

Welcome discussions on affordable housing

Housing affordability is a critical issue in Idaho and all across the country. Nationwide, there is a shortage of millions of affordable rental homes available to lower-income Americans, and the gap between the demand for affordable homes and the supply of new ones being built increases each year. I was proud to welcome U.S. Department of Housing and Urban Development (HUD) Secretary Ben Carson to visit Idaho recently when we toured nationally recognized models of affordable housing. We discussed the importance of collaboration between the government and private sector, and innovative approaches to housing models as key to creating more affordable housing.

Publication of climate change fact may offend some

A word of caution to publishers of the Daily Bee: The resident local global warming deniers are no doubt beefing-up their blinders after your Aug. 16, 2019, publication of “Scientists Confirm July Set New Global Heat Record.” Few (arguably too few) climate-related feature articles that would offend the sensibilities of the anti-warmers have appeared in the Bee. Yet, in this instance, you confronted them with the fact that last June and July were the hottest globally on record, over the past 140 years. How are they to maintain their incessant harangue against climate scientists in the face of such glaring evidence? (Stay tuned.) Why, next you might slip up and inform them that a record 12.5 billion tons of ice recently melted from Greenland in one day. Or that the arctic sea ice extent currently matches that of 2012, which was the lowest year on record.

The pre-dawn skies over the Cabinets, the meadow just below with all the four legged critters that pass through, the variety of the winged ones that eat and sing at the feeder and the quiet and the warmth of the early mornings just to name a few. This is my favorite time to sit and read the Word and to let the Word read me. It’s time to spend listening and conversing with our Heavenly Father.

Prior to the meeting, I contacted Rep. Dixon and asked if he had been invited. He stated that he had not. A friend of mine contacted Rep. Scott by email to ask if she had been invited. She replied that she had not. When Sen. Woodward arrived at the meeting, I asked him if he had been invited. He told me that he had seen a link to a FaceBook page where he saw the invitation. He later told another friend of mine that he did not receive a written invitation in the mail, nor did he receive a follow-up email.

Let's talk about racism, Mayor Rognstad

Let’s talk about racism, Mr. Mayor. In the July edition of the Mayor’s Roundtable, Sandpoint Mayor Shelby Rognstad suggested that people in the community of Sandpoint are “white supremacists” and “xenophobes.” Based on the words and actions of a few individuals, our mayor made harmful generalizations about our community. He asked the city to fund an “inclusivity initiative”. As further proof of the mayor’s perceived community-wide racism, the Sandpoint Reader published an article the week of Aug. 8 about a visiting San Francisco-based band who reported they were the victims of racism in downtown Sandpoint. Did the band members have any evidence that the person who committed this act was a local community member? Take into consideration that at the time of this incident Sandpoint was flooded with tourists for the The Festival at Sandpoint. It cannot be assumed that this act was committed by a local community member.

The travesty of justice is complete. A jury of seven, made up of citizens of Coeur d’Alene, found that the killing of Jeanetta Riley by the Sandpoint Police was legally justified. This brings to an end a nearly five-year search for justice, for this family of five, now four, torn apart by five bullets shot by three officers called to the hospital by hospital staff. Needless to say the death of this woman was the result of a cascade of mistakes by everyone involved.

What is fake news when it comes to climate change?

Have you ever taken a test, or had a challenge, where after you learned the result you wished you could have a do-over? Would it be fair to allow your result to be altered but no one else’s? How you answer those questions could be instructive. A recent article in “The New American” revealed that some scientists in NASA had manipulated data multiple times since 2000 to show a “… global land temperature increase …” (fake news?) and had conveniently erased the medieval warm period, defined fake news as the deliberate attempt to mislead. Is it misleading to combine a fact with an unproven theory? That appears to have happened in a recent letter to the editor when the writer stated that “fossil fuel industries have known for decades that climate change is real and is caused by the burning of their own products.” The first part is fact. The last part is unproven.

City needs to deal with flaws showcased by shooting

I started thinking again several months ago about the death of Jeanetta Riley. Several weeks ago I asked Mayor Shelby Rognstad for a copy of whatever served as the final, official report of the incident. So far I’ve received nothing and I wonder why. That incident refuses to go away and, I suspect, it will linger for a long time even after the recent trial that exonerated the officers involved. Parenthetically, I was deeply bothered when our local human rights organization quickly declared there was no human rights violation involved. That was way too soon to allow for complete analysis. I have never felt that the officers who shot and killed Jeanetta were guilty of malice of any kind. I think they acted out of intense fear from lack of experience and training. At the risk of sounding over-the-top arrogant, I will say that if I alone, and certainly with any other colleague from my background dealing with seriously tough, adjudicated teenagers from the toughest neighborhoods in the country, Jeanetta would still be alive. She was a pushover compared to occasional incidents I responded to where nobody died.

A few questions about the city's new trash cans

I have a few questions concerning the new ‘smart’ trash cans that Sandpoint has recently deployed. First, was Waste Management the only party capable of checking trash in all of the 155 former bins? It would seem not, as city personnel were assigned this task at City Beach. Couldn’t other personnel have done the same for the rest of the city’s bins? I know taking out the trash is no one’s favorite chore, but surely the city can stoop to the same level that most private businesses do.

We don't need gas czar setting 'fair' prices

Every few months someone writes a letter to the editor complaining about the price of gas in Sandpoint compared to the price in Coeur d’Alene. When I see a price difference like this I first look to see if either the government or the mafia is interfering in the free market. I’m not aware of a different set of regulations for gasoline in Sandpoint, such as a “Sandpoint blend,” so has the number of gas stations been restricted? If the station owners here are making considerably more per gallon than the station owners in Coeur d’Alene, new stations would begin popping up in Sandpoint. But if the number of stations is being kept artificially low the gas price would naturally be higher.

Recently, President Donald Trump has been falsely accused of being a racist after making comments about certain members of Congress. His comments, while somewhat crude, were certainly not racist. What is racist, however, is the Democratic Party’s insistence on classifying people by their skin color or ethnicity. This is the very essence of racism. Skin color and ethnicity should be irrelevant, but to Democrats it is essential to furthering their agenda.
